I've not done runner beans, but for bean sprouts you want mung (moong) beans. put them in a container about the size of an ice cream tub, you will need say enough beans for a cm deep, cover with water, leave for a day, change the water, leave for a day, the almost drain the water and cover, each day I change the rinse them, just leaving a little in the bottom. Don't leave in a sunny spot as they may go off an ferment. Also don't put them on the radiator.
They are done when you think they look big enough, with a root and a pair of leaves.
Also if you really have no way of growing veggies outside, then consider foraging, no matter where you live you will be able to find dandelions and nettles.
