artichoke side shoots

One of my artichoke plants has some side shoots (small plants) growing from the base. I have read that they can be removed and replanted - but is this only in the spring? I can’t be sure that they will be there if we have a severe winter again. But maybe they’d die away from the parent plant anyway? Help!

They originated in the Mediterranean, so I'd wait until spring when there are no danger of frosts. Even here in southern Italy, sides hoots are not planted until spring.
