Have a look locally for a wholefood co-operative. We have one in Inverness, that delivers, and we get all our flour, rice, nuts, dried fruits etc from them. We're part of a village buying group and get discount because of our bulk purchases so it's worth finding out if anyone wants in with you.

Edited to add - Have a look at this http://www.wholefood.net/about.htm

Look for a local Chinese/Asian supermarket. They are great and very cheap for bulk buying staples such as rice, dried beans, spices etc.
