Top soil for raised beds

Moved here in August this year (loving it) and want to make raised beds as easily (and cheaply) as possible.

Does anyone know where I can obtain a) cheap (inexpensive) timber - railways sleepers, telegraph pole, beams, planks, anything suitable etc etc
and b) good quality top-soil?

All of those questions depend rather on where you live .... and you seem to have omitted that piece of info
