Was that related to a particular programme? Perhaps that explained where they sourced the "shredded five pound notes" (I guess that, at some point, old money does get taken out of circulation and shredding would be one way to make sure it is unusable).

If you go to the suppliers list at the bottom of the page the plastic is bought with the shredded notes in it already and not a do-it-yourself job.
