Growing Chilis under LED lighting

I've just bought an LED light from ebay (£20 of your english notes) to increase the available light during the early morning hours and later evening to get the chili plants underway.

I've seen several reviews that say they're pretty rubbish, anyone had any experience with them?

I've not tried LEDs but I do use a Grolux fluorescent that was out of an old aquarium and I recently (last year) bought a 10w 5000K CFL, both of which work very well.
I only use them for seedlings at this time of year to stop them getting leggy.

That's the plan with the LED lighting as opposed to using it to bring them up to full term. Once they're big enough transplant outside. I've a nice south facing wall I want to use.

I'm annoyed I got rid of my old lighting system for the aquariums I owned, I could have used them! But big difference in electricity - these'll be 0.14 of a penny an hour to run (about 2p a day assuming 14hrs of light).
