sorry dave45, can't honestly say that i can!
All I can say is that it is another name for our city of Portsmouth (and football team, but as i know absolutley nothing about football- i won't dwell on that too much!!)

The most realistic explanation I can find ...

"Ships entering Portsmouth harbour make an entry in the ships log Pom. P. as a reference to Portsmouth Point (this being too long). Navigational charts also use this abbreviation."

There are others, all of which stretch the imagination a bit far.
