Scapes are the seed tentacle. The seeds are simply small clones of the plant. New varieties are not possible by cross-pollination. The scapes were cut off as near to the plant as possible. The time to cut is before the scapes straighten out completely.The belief is the bulbs containing the cloves get larger if the scapes are removed. Certainly the bulbs easier to dry (cure) without the rather stiff scape holding moisture. The scapes are used in stir fries, and are a bit tough. but acceptable if cut into small pieces.
