When I harvested the garlic this year I strung them up in the garage, but I noticed a few went on to flower and have now produced a head of baby garlic cloves (seed?)
Does anyone know what time of year I should plant these? Would it be earleir than the normal October for the usual cloves?

This is another instance of the diversity of nature.
They are small perfectly formed cloves and if left to complete their mission the next step would have been that the "flower head" fell over and planted these cloves about a foot away from it's parent, ensuring that they didn't compete with each other next year.
So judging that the plant probably knows best, now, or very soon, is the best time to plant them.

Read something which might be of interest on this subject- The 'seeds' from teh head take 3 years to form garlic bulbs, hence why we use a clove form a bulb instead
