There is a leaflet on how to do this avaliable from Garden Organic - only costs a few bob .

I must admit, I occasionally buy a bag of peat free compost, and then mix it with sand or other stuff as necessary.

You could always switch to soil based compost and that's reasonably easy to do yourself.
The biggest problem is sterilising it, else you get weed seedlings by the ton popping up faster than your wanted seeds.
I did it with a Baby Burco, not sure if they are still around, but anything that boils water will do. Just make a horticultural version of a kitchen vegetable steamer and steam the soils for a while.
Then add John Innes fertiliser or your own mixture if you want to be organic, some sand or perlite and maybe some of your own compost from the bin and that's about it.

The source of soil is usually a few slices of turf laid upside down in a heap and covered to keep the light out.
