Anyone knows how to make irish cream cheaply i just cannot fine any good ideas

This is from CJJ Berry's wine book.
410g/14.5oz can of Carnation milk
383g/13.5oz can of condensed milk
1 tsp glycerine
1 1/2 tsp T. Noirot extract cacao (don't ask me, I've never heard of it lol)
1 breakfast mug of whisky.
Pour everything into a 1 litre bottle and shake well.
I'm assuming the glycerine is in there to emulsify the whisky and milks, if you're vegetarian you'll need to ensure it comes from plant sources as a lot of glycerine is from animals apparently.
