"Britain seeks loophole in EU green energy targets"

Interesting report on the front of yesterday's Guardian. To help meet our target of increasing the percentage of power that comes from renewable energy fivefold in the next 12 years, the government has started to lobby the EU into changing the way the target is calculated. They propose that British investments in renewable energy anywhere in the world should count as part of our effort and be included in that all important quota. At the moment only projects on our shores count.
They also want the EU to allow carbon saved from coal-fired stations to be included.
Environmentalists are obviously concerned seeing this as a way the government can sideline its commitment to renewable energy. If we can just invest in such projects overseas, why should they bother to develop renewables in the UK, especially when they seem convinced that building more coal-fired stations and of course nuclear power stations? Is this a case of us evading our greenhouse gas commitments?
