Best Veggies for a Container Garden?

I'm planning on setting up a container garden out on my small balcony, I'm just not sure what I could plant. I live in South America, in a city that's called the city of the "Eternal Spring" as we have Spring-like weather all year. (It's pretty awesome!) Right now we're going through a wet season, with bright sunny mornings and afternoons and cooler, rainy evenings/nights. My balcony gets full morning sun and the early afternoon sun less directly, then it's in the shade for the rest of the day after about 2pm or so. It's really windy (I'm on a 14th floor apt) and tends to cool down fast.
I've gardened before and grown veggies, but that was when my parents had a townhouse with a good sized patch of garden, so I'm a bit lost. Also, given where I am, it's harder for me to get seeds so I'd love to know if there are any plants that could be started out without needing seeds.
