Mouldy apple tree!?

Hello, I'm new here and looking for advice.
I planted an apple seed, more out of curiosity than anything, and watched a little tree grow. It's still fairly small ( about 30" tall) but it's got a white powdery mould on the top of all the leaves. I think it comes from the compost, I bought some cheap compost (I know, I know, but I've just picked up a compost bin today :-D ) the compost looks almost furry with this mould, I have already tried repotting in a better compost but it seems that traces of this mould stay behind and then start to cover the plant again. I've tried wiping it off the leaves, but it just comes back within a day or two. Some of the plants I left outside stopped producing this mould but I'm not sure the baby tree could handle the weather we've had recently.
I'd really apreciate suggestions on how to deal with this,
