I can't believe Britain is running out of space for cemeteries. Just far too much privately-owned land, perhaps.
Stacking is being considered, but there are regulations involved. As for it not being believable:

North Wales

Dorset

Hertfordshire

Southwark—the council is planning to turn a recreation ground and football pitches into a cemetery.

Epping Forest/City of London

Google "shortage cemetery space", narrow it to UK and you'll find a lot more.

I've had my will written as follows:

All bits suitable for transplant to be so used.

All bits usuful for medicall experimentation to be so used

All other tissue to be removed from the bone & incinerated at the municiple dump. (Exactly as the animals that a vet has left to 'make arrangments for' are)

The skeleton to be cleaned & donated to Leicester University medical dept, on condition that I'm dressed in an old mack & taken around on public transport each rag day!
