Most of the sensible-sounding discussion I've heard about it indicates that it's more about tightening up standards for the big boys. The current favourite means of derailing such legislation in the US involves setting up astroturf campaigns which claim absolutely absurd things about it... "Death panels", anyone?

But yeah, without actually reading the damn thing, it's hard to say. And life's too short...
