Good luck, I hope everything sorts itself out. I doubt you and he will ever be friends but do try not to let him bully you.
If the other neighbours have also had problems with him, can you talk quietly to them and get them on your side. If they can confirm that the rooster isn't a problem, doesn't wake them etc then you will have some support. Being open and honest is the best policy in this case.
