I'm not sure that's really a problem, as Berti (I think) posted in another thread, most seed packets contain far too many anyway.
My only slight concern is that they might be older seeds but even so if you get a reasonable rate of sprouting it's a cheap option to get started.
Don't expect any £1 garden tools to last you very long though

But again they'll do you a season or two and by then you'll know whether you want to invest in better ones
Have a look in A$da too - they do some pretty good gardening tools very cheap!
