Lavender biscuits

Lavender biscuits

I want to try these. My lavender bush isnt in flower yet but there are buds which still smell as strong. Would they work or would it have to be the flowers? And do they flowers have to be dried?

So do I! Alys Fowler did them on her tv programme a few weeks back and she used the flowers I think.
Sorry I haven't a clue but I'll surf the web to have a look.
