my bay tree leaves have been yellowing since last year and it's in a small pot, should it be re-potted or is there something else wrong with it, there is some new growth

Some of the yellowing is older leaves that are ready to fall off.
Check to see if it looks root bound before moving it up a pot.
Bay leaves don't like too much water but growing in a pot they'll need feeding,
