I saw this shrub growing outside the church so I just picked up a small sample & I left it out in the air to dry. It has a very, refreshing strong smell & has a steak of white underneath. I was wondering if it is Rosemary, as Ive never tasted it before . Can anyone ID it?

I have always thought this purple flower was lavendar but I know it is very unlikely, considering how inexperienced I am when identifying plants.
