I paint all the metal in the garden using green Tremclad. I lay the metal on a plastic sheet and use a brush. It only takes a few minutes. Longevity is about ten years or more with minimal rusting.
For the 4 by 8 reinforcing concrete wire I lay the sheet on top of each other and brush paint, then turn over and add more paint to cover all surfaces. A brush works best. Spray cans are disaster.
If the metal is rusty I simply paint over. It appears to make no difference.
