This is exactly what happens after generations of poorly taught children, and the American pre-occupation with conspiracy theories.
Poor lady isn't off her rocker, just no one ever told her about it before. She is clearly not stupid, the language she uses is that of an educated person, possibly even a graduate. She says 'this isn't natural' welcome to the beauty of nature lady.

It is a video of a sprinkler on a lawn, the sun is hitting the spray to give a rainbow. There is an female American voice (presumably the lady is holding the camera)
She is talking about the government 'obviously putting something in the water' she says 'we all know this didn't happen 10 years ago' she say 'we' want to know the truth.
She is quite serious and very irate, obviously convinced that this is something either man-made or alien, but certainly not natural.
It is really quite sad
