I understand the law has just been tightened regarding discarding litter from vehicles. How long before releasing balloons/chinese lanterns is banned?

Picked 2 up in the fields yesterday while out walking.

errrm :oops: were they white balloons? as two escaped at the charity do I was at last weekend
